What SPF_HELO_FAIL means
The SPF record of the server's HELO host name does not include the server's IP address.
The rule's description in SpamAssassin: “SPF: HELO does not match SPF record (fail)”
How to fix it
If you run the server, publish v=spf1 a -all (or the server's ip4:) on its host name.
This rule adds almost nothing to the score by itself. It matters only together with other rules.
